Introduction It has been six years since 9/11 and one would think that our federal medical disaster plan for dealing with large-scale disasters would be top-notch. Think again, Hurricane Katrina proved that our government has failed us again in reducing fatalities and collateral damage from a disaster (Zeleza 2005). According to a report by the House Government Reform Committee's Democratic staff, it concluded that the National Disaster Medical System that deploys paid teams to stricken areas is in critical condition (Reilly 2006). This system is ineffective and unorganized. New Orleans has a section on "Emergency Guide for Citizens with Disabilities" (http://www.cityofno.com/portal.aspx?portal=46&tabid=4) in its Comprehensive Emergency Management Plan on the City of New Orleans website (www.cityofno.com) but it has very little practical use for the vulnerable population in New Orleans (New Orleans 2005; Litman 2005).
